EU ETS Phase 4: Launch of CEPS policy paper on Phase 4 reforms

Following January’s event at CEPS where we discussed the “State of the EU ETS” with prominent stakeholders from Member States, EU institutional, industry and civil society CEPS will present a special report which draws on the discussion of that day.

CEPS will present its policy paper on EU ETS Phase 4. This paper will be based on the paper commenting on the EC proposal that was released in September, and has been updated with the views gathered throughout the various discussions and meetings we had on the EU ETS since then, including CEPS’ State of the EU ETS event, on January 29.

Meanwhile, since last September some things have changed in EU climate policy – most prominently of course the adoption of the Paris Agreement at the COP21. This has, nevertheless, not prevented the carbon price from dropping by about 40% in the first few weeks of the year, thereby raising questions about how the EU ETS is functioning.
