EU ETS: how to shape Phase 4 free allocation rules?

We continue discussions on the EU ETS Phase 4 reforms, focusing on free allocation and carbon leakage in particular.
In the morning, ITRE rapporteur Fredrick Federley kicks off the day, followed by views on the ETS reform by Member State representatives.
In the afternoon, we zoom in on carbon leakage criteria, and the potential for a possible tiered system of free allocation.
